Arkansas Police Chief Resigns After Slapping Man in a Wheelchair

An Arkansas police chief resigns just 13 days into the role after a viral video shows an alleged assault of a man in a wheelchair.

An Arkansas police chief has resigned just 13 days after taking up his new role. It came following a viral video that sparked widespread backlash.

Osceola Police Chief Robert Ephlin allegedly slapped a man in a wheelchair before placing him in a headlock, with footage of the incident quickly circulating on social media.

Ephlin submitted his resignation to Mayor Joe Harris Jr. on Wednesday, according to WREG.

Arkansas Police Chief Resigns After Viral Incident

The video, which appears to show Ephlin confronting and physically handling a paraplegic man, drew immediate criticism online.

In the aftermath, his position quickly became untenable.

Ephlin had only been sworn in as chief on March 26, marking an abrupt end to his tenure.

Wells Waggs has since been named interim Chief of Police.

"I hear by resign my position as Chief of the Osceola Police Department effective immediately," Ephlin's letter of resignation read. "It was an honor to be chosen by you to serve in your administration. However, I feel that as this point, the best thing for me and my family is for me to step away."

"I am available to assist you in any way that I can to assure a smooth transition. I wish you and your administration continues success with all of the great things going on here in Osceola."

Mayor Responds as Questions Remain Over Incident

Mayor Joe Harris Jr. said transparency with the community remains a priority following the incident.

Speaking to WREG, Harris admitted he was "completely blindsided" by the video. He added that while he does not condone Ephlin's actions, they do not reflect the man he knows.

"I would like to support my hire, who is Robert Bobby Ephlin, but the people have a right still to be treated as decent human beings, and I do not condone that from any of our employees in this administration," Harris said.

"When I saw the video I said oh h*** because it really surprised me because Bobby Ephlin is not that kind of person,"

Harris suggested there may be more to the situation than what is shown in the footage. He also emphasized that the incident does not represent the wider community.

He also confirmed that he has spoken with Ephlin since the incident, adding that the former chief has apologized to the people of Osceola.
